Afghanistan have registered a humiliating win over Nepal on Wednesday's match in the ongoing ACC Premier League, at Kinrara Academy Oval, Kuala Lumpur, Malaysia.

Winning the toss, Nepal invited Afghanistan to bat first. Riding a solid start given by the openers Noor Ali Zadran and Usman Ghani, Afghanistan registered a mammoth target of 263 runs against Nepal. An international panel of experts will re-examine all data gathered in the nearly two-month hunt for the missing Malaysia jet to ensure search crews who have been scouring a desolate patch of ocean for the plane have been looking in the right place, officials said Monday.

Senior officials from Malaysia, Australia and China met in the Australian capital to hash out the details of the next steps in the search for Malaysia Airlines Flight 370, which will center on an expanded patch of seafloor in the Indian Ocean off Western Australia. The area became the focus of the hunt after a team of analysts calculated the plane's likeliest flight path based on satellite and radar data.

Starting Wednesday, that data will be re-analyzed and combined with all information gathered thus far in the search, which hasn't turned up a single piece of debris despite crews scouring more than 4.6 million square kilometers (1.8 million square miles) of ocean.

"We've got to this stage of the process where it's very sensible to go back and have a look at all of the data that has been gathered, all of the analysis that has been done and make sure there's no flaws in it, the assumptions are right, the analysis is right and the deductions and conclusions are right," Angus Houston, head of the search operation, told reporters in Canberra.

Investigators have been stymied by a lack of hard data since the plane vanished on March 8 during a flight from Kuala Lumpur to Beijing. A weekslong search for surface debris was called off last week after officials determined any wreckage that may have been floating has likely sunk.

"Unfortunately, all of that effort has found nothing," Australian Transport Minister Warren Truss said. "We've been confident on the basis of the information provided that the search area was the right one, but in practice, that confidence has not been converted into us discovering any trace of the aircraft."

Houston has warned that the underwater search may drag on for up to a year.

Houston and Truss met with Malaysian Defense Minister Hishammuddin Hussein and Chinese Transport Minister Yang Chuantang in Canberra on Monday to map out the next steps of the underwater search, which will focus on a 60,000 square kilometer (23,000 square mile) patch of seafloor. Officials are contacting governments and private contractors to find out whether they have specialized equipment that can dive deeper than the Bluefin 21, an unmanned sub that has spent weeks scouring the seafloor in an area where sounds consistent with a plane's black box were detected in early April.

The Bluefin can dive only to depths of 4.5 kilometers (2.8 miles) — and parts of the search zone are likely deeper than that. Adding to the difficulties is the fact no one really knows exactly how deep the water in the search area is.

"I don't know that anyone knows for sure, because it's never been mapped," Truss said, adding that detailed mapping of the seafloor will be a key focus of the next phase of the search.

In addition to deeper diving capabilities, the new equipment will be able to send information back to crews in real time. The Bluefin's data can be downloaded only after it returns to the surface following each of its 16-hour dives.


It will likely take another two months before any new equipment is in the water, Truss said. The Bluefin will continue to be used in the meantime, though its search is currently on hold while the ship Ocean Shield, which has the sub on board, is taking on supplies at a base in Western Australia.

In the third week of April when fuel crisis had reached its peak in the Kathmandu Valley, Nepal Oil Corporation headquarters decided to fetch additional amount of petrol from its depot in Bhairahawa to ease the supply situation in the capital.

A call was then made to Nagendra Prasad Kurmi, head of NOC depot at Bhalbari, near Bhairahawa, and an order for 500,000 litres of petrol was placed. “The official immediately agreed to supply the commodity,” a high-ranking NOC official told THT on condition of anonymity. But when it was time to deliver the product, tanker drivers refused to drive up to Kathmandu. “They just said they wouldn’t drive,” the official said.

NOC officials then had to talk to representatives of their umbrella body, the Western Tanker Operators Association, many of whom were recently found to have been involved in stealing 17,000 litres of diesel from tankers hired by NOC.

Finally an agreement was reached, and in the next two days 164,000 litres of petrol was delivered to NOC’s Thankot depot. “But after that they refused to transport the rest of the product, saying that tanker drivers of other regions had objected to the use of trucks in their territory,” the official said. This, according to officials, was a lame excuse as the agreement signed between NOC and tanker operators clearly stated that the state-owned oil company can ask any truck to transport petroleum products to any place based on need. “We explained this to them but they refused to budge,” the official said.

While the drivers were showing resistance, queues in front of petrol pumps in the Valley were growing longer. “The commerce secretary was frequently calling us, inquiring why we had failed to bring the situation under control,” the official added.

This incident gives a snapshot of how NOC officials are at the mercy of tanker operators, who simply deny to do the work they are hired and paid for, while consumers suffer. “Tanker drivers are big bullies here. They fail to grasp a simple fact that each of around 60 tankers in operation here make up to Rs 36,180 per trip because of business created by NOC,” said an official deputed at NOC’s Bhalbari depot on condition of anonymity. But tanker operators do not give two hoots to the logic. And if someone tries to raise voice against them, they either stop transporting petroleum products or resort to violence.

Around six months ago, for instance, a group of around 40 to 50 tanker drivers raised their fists when discussions during a meeting called by NOC to clear the air on allegations of fuel theft levelled by pump owners got heated. Later, when NOC did not concede to western region’s tanker operators’ demands that they be allowed to transport fuel up to Gaidakot, they stopped transporting it for 11 days. Had the government agreed to their demand, the tanker operators would have made extra money, but consumers living around Gaidakot area would have been forced to pay an extra 50 paisa on purchase of every litre of fuel.

Again today, they stopped transporting fuel demanding that arrest warrants issued against 15 persons involved in theft of 17,000 litres of diesel be withdrawn.

THT’s attempt to contact the leaders of tanker operators went in vain, as most of them are involved in fuel theft case and are at large.

A passenger train derailed in western India today, killing at least 19 people and injuring more than 100, police said.

The engine and four of the 20 coaches jumped the tracks near Roha station, 110 kilometressouth of Mumbai, said police officer Ankush Shinde.

The rescuers used gas cutters to open the derailed coaches to reach those trapped inside. Big cranes were

deployed to remove these coaches from the rail track, Shinde said.

Two of the derailed coaches tilted on one side and one overturned, said railway spokesman Anil Kumar Saxena. The rescue operation was continuing and the death toll was expected to rise, Shinde said. Saxena said that 123 injured passengers, some of them in serious condition, were taken to a hospital.

Rail authorities ordered an investigation into the accident, Saxena said. Train movement in the area was suspended as the derailed coaches and the rescue operation blocked an adjacent track as well.

Railway accidents are common in India, which has one of the world’s largest train networks and serves 20 

million passengers a day. Most accidents are blamed on poor maintenance and human error.

Constituent Assembly member Sanjaya Kumar Sah , the mastermind of 2012 Janakpur blast, has been arrested from the Indian border near Birgunj on Saturday night.
Shah was made public amidst a press conference organised by Dhanusa police here in the district today. Sah was the chief mastermind behind the bomb blast that took the lives of five people at Ramananda Chowk of Janakpur on April 30, 2012.
Thirty-two others had been injured in the bomb blast that took place targeting people staging a sit-in calling for a Mithila province.

CA member from Dhanusa constituency- 4 and senior vice-president of Sadbhawana Party, Shah, was arrested on Saturday by a special team of the Central Investigation Bureau (CIB) of Nepal Police.
Sah was arrested at 11:00 pm last night based on the statement by Mukesh Chaudhary and Om Prakash Yadav, also detained in connection with their involvement in the blast, according to Superintendent of Police Uttam Raj Subedi.
Sah alias Takla had reportedly paid mediator Om Prakash Yadav who had in turn paid Mukesh Chaudhary to carry out the blast, according to the police.
Sah had also reportedly paid Chaudhary to carry out the murder of then assistant accountant at Dhanusa DDC Jeev Nath Chaudhary.
Police investigation has also revealed that the bomb blast was carried out targeting the civil society leaders staging the peaceful sit-in. Sah is learnt to have been in contact with Yadav and Chaudhary since a long time.
Lawmaker Sah, however, told media persons that he was 'innocent and hence would be freed by the court'.

At least 18 people died and 31 others were injured, some critically, when a passenger bus collided head-on with a truck at Narpani in Arghakhanchi district on Wednesday.

The passenger bus (Lu 1 Kha 6231) which left for Butwal collided with the Sandhikharka-bound truck (Lu 1 Kha 7827). Eight died on the spot while the others died while being rushed to Sandhikharka, the district headquarters. The incident site is 13 kilometres from Sandhikharka.
Twenty-three seriously injured passengers were airlifted to Kathmandu by a Nepal Army helicopter while the others are receiving treatment at Lumbini Zonal Hospital in Butwal.
Making matters worse a jeep set off for the rescue in the incident site met with an accident, killing a person and injuring few others. One Tam Bahadur Kumal of Wangla-9 sitting on the vehicle's roof died in the incident.
Deputy Superintendent of Police Dipendra GC said that the speeding bus and the truck collided and fell some 200 metres below. The bus was badly damaged in the incident while the truck was just overturned. All the deceased were the passengers of the bus.
"The truck hit the bus. The bus immediately swerved off the road while the truck, imbalanced after the collision , fell after few minutes," Police Inspector Govinda Panthi quoted the witnesses as saying. The driver and three passengers of the truck survived after jumping off the vehicle.

The truck loaded with some 200 cooking gas cylinders overturned and hit the already fell bus. The cylinders scattered after the incident hit the injured passengers of the bus. "There could be less number of casualties if there were not gas cylinders," said Panthi.
The security personnel, after inspecting the accident, suspect that the crash occurred mainly due to the carelessness of the truck's driver who absconded after the incident.

Senior Captain Vijay Lama of Nepal Airlines Corporation (NAC) threw his hands in the air and cheered, as the new aircraft of the state-owned company landed today at Tribhuvan International Airport in Kathmandu and made a turn towards the hangar.

Nearby, NAC Managing Director Madan Kharel was smiling broadly with pleasure and satisfaction, while over 100 NAC staff members were greeting the aircraft with a roaring round of applause.

“Finally, a new plane has arrived,” many were saying cheerfully, as they walked towards the aircraft to take a close look at it.

The expression of joy was understandable, as China-made 58-seater MA60, which landed at the only international airport in Nepal at around 1:45pm today, is the first new aircraft to be added to NAC’s fleet after 25 years.

The state-owned airline company had last purchased a new aircraft — a Boeing 757 — in September 1988, which is currently being used to carry out international operations. However, NAC has not purchased a new aircraft to conduct domestic operations since January 1986, when it had received a Twin Otter.

In all these years, many attempts were made by NAC to purchase new aircraft, but the efforts could not yield positive results largely due to political meddling.

“We are happy we’re finally able to get a new aircraft.

This will definitely strengthen our domestic operations which are currently being made with only one Twin Otter,” NAC MD Kharel told The Himalayan Times.

However, NAC will have to wait for some time to use the new aircraft for commercial purpose, as it is yet to obtain Air Operator Certificate from the Civil Aviation Authority of Nepal. “We have already initiated the process to obtain the certificate and we hope to get it by May 10,” Kharel said.

Once the certificate is issued, NAC will use the new aircraft to carry out scheduled flights to Dhangadi, Bhairahawa, Biratnagar and Bhadrapur. For this, NAC had previously sent four pilots and nine engineers to China for training.

“But for the time being, American pilots sent by Avic International Holding, the manufacturer of the aircraft, will assist Nepali pilots in flying the aircraft,” Kharel said. “Hopefully, our captains will be able to handle the aircraft on their own within a month.”

NAC had received the new aircraft based on an agreement signed between Nepal and China in November 2012, which had paved the way for Nepal to buy four Chinese aircraft on concessional loan and obtain two other aircraft in the form of grant from China.

Following the signing of this pact, the Chinese government signed another agreement with the Nepal government to provide a grant and concessional loan assistance of Rs 6.671 billion to NAC to acquire and purchase six China-made aircraft.


Of the total assistance, Rs 2.943 billion has been allocated for acquisition of an MA60 and a Y12E aircraft on grant, and up to Rs 3.728 billion for purchase of another MA60 and three Y12E aircraft on a concessional loan. The concessional loan extended for 20 years comes with a grace period of seven years and 1.5 per cent interest rate.

Rescuers have found the body of a worker who was trapped inside the under construction tunnel at Upper Madi Hydropower Project in Sildajure, Kaski.

The body of excavator driver Sujan Gurung of Tanahun was found buried under debris at about 7:00 pm today. While two other workers are still missing and out of contact, thirteen of them were rescued unharmed.

Sixteen workers including three Chinese workers at the tunnel construction site were trapped after a landslip blocked the tunnel entrance yesterday. Of them, 13 were rescued at 3:30 am today and rushed to Western Regional Hospital, Pokhara. Hospital medical superintendent Dr Shree Krishna Shrestha said the workers were fine and had been discharged.

Search is on for two workers missing inside the tunnel, Kaski Police chief said. The missing workers have been identified as Arjun Tamang and Narendra Tamang of Udayapur.

Rescuers kept the trapped workers alive by supplying oxygen and water from a pipe.

Sajha Yatayat has made an income of more than Rs. 40 million from sales of tickets in 2070 BS after resumption of services after a long interval.

The transport corporation which came into operation since the start of 2070 BS made an income of Rs. 43.4 million in one year from sales of ticket, said Sajha Yatayat Manager Mahendra Raj Pandey.

He said the Sajha Yatayat had arranged tickets as fixed by the government and quota reservation for women and disabled and Rs. 10 fare for students.

Altogether 2,982,823 passengers traveled by Sajha buses in one year. The fare ranges from Rs. 10- 20.

Sajha plans to add more buses in Kathmandu valley and also expand its service outside the valley if resource is available.

Major US wireless carriers and smartphone makers have agreed to introduce tools to enable users to lock their devices and wipe them clean of data if stolen, responding to pressure on the telecommunications industry to do more to stem theft.
Starting in July 2015, all smartphones manufactured by the companies will come with free anti-theft tools preloaded on the devices or ready to be downloaded, according to wireless association CTIA, which announced the agreement on Tuesday.

Contrary to the trend of Nepali youths seeking to migrate abroad, British national John Philip Cross, 90, had renounced his British citizenship 12 years ago in a bid to acquire a Nepali citizenship.
However, his desire has become a distant dream as concerned authorities have not yet issued him a Nepali citizenship. “My only wish is to be recognised as a Nepali national and be laid to rest here, in Nepal,” said Cross, who speaks Nepali like a native.

A World War II veteran, Cross had visited Nepal for the first time at the invitation of Padam Shamsher Rana in 1947, and was immediately enticed by the nature, respect and hospitality of Nepali people. According to Cross, his love for the country had further deepened during his visit in 1976 as the Chief of the British Camp.
Cross is currently residing at Nayagaun in Pokhara with his adopted son Buddhiman Gurung Dhampu. Although the late king Birendra Bir Bikram Shah had arranged for Cross’ stay in Nepal for as long as he wants, he wishes to remain in the country as a bona fide Nepali citizen, the one possessing a citizenship card issued by the government.
For the past 38 years, Cross has been visiting the District Administration Office (DAO) in hopes of obtaining a Nepali citizenship. He had even requested former prime ministers to provide him with Nepali citizenship, but to no avail.
Cross, also a philanthropist, has provided financial aid to schools in Kaski and Lamjung, while the JP Cross Basketball and Volleyball tournament sponsored by him is organised each year in Pokhara. Cross had also managed to distribute relief materials during the famine that had gripped the eastern side in 2008. Meanwhile, Cross has been invited to receive the award for the oldest war veteran of the Gorkha Rifles next year in India. However, without a citizenship certificate his travel remains uncertain. Even with some advising him to apply for a refugee visa, he denied the requests saying that he sees no reason to seek residency as a refugee in Nepal.
According to sources, a former home minister had taken the initiative to provide him with the certificate but the process stalled after change of government leadership. “The indifference shown by previous governments has denied him the certificate even though he has been living in the country for decades,” said Dhampu, pointing out that the various non-residential Nepalis were acquiring Nepali citizenship through illegal means. “He renounced his British citizenship and devoted his life to Nepal. The government should recognise him as one of us.”
Indians acquiring Nepali nationality ‘illegally’

Sri Prasad Mukhiya from Indian state of Bihar had submitted an application to acquire a Nepali citizenship before he married Urmali Sahani from Rangeli VDC of Morang.
Seven years after the marriage, Mukhiya received a Nepali citizenship card, and he is now living with his family in Nepal.

Another Indian national Ajitesh Raya, who married Mitrakumari from the same VDC, also got a Nepali citizenship with the help of his in-laws.
Hari Prasad Pokharel, secretary of Rangeli VDC, said that the trend of Indian men marrying Nepali women with an objective of obtaining Nepali citizenship illegally has gone unchecked.
He claimed that more than 500 Indian people have used unfair means to gain the cards from Rangeli VDC in the past decade, adding that the cards were acquired through integrated mobile service camps organised in the VDC before 2063 BS.
According to sources, Indian men prefer women having Nepali citizenship for marriage, so much so that some of them do not
even demand dowry, if the bride’s side assures to help them acquire Nepali citizenship by producing fake documents or using political pressure.
Administrative Officer at the District Administration Office Rajan Regmi said that around 40 percent of the Indian nationals who obtained Nepali citizenship took advantage of the camps. “Those citizenship cards in possession of Indian nationals can be annulled if the state investigates the matter seriously.”

The Japanese government has shown keen interest to construct a 2.35-km tunnel road on the Nagdhunga-Naubise section of Tribhuvan Highway, which will reduce traffic congestion and travel time on Kathmandu-Naubise segment. The Japan International Corporation Agency (JICA) is carrying out a feasibility study on this tunnel project.

The Nagdhunga-Naubise section, which is the entry point to Kathmandu Valley, contains steep gradient and sharp curves. This usually results in traffic congestion, affects movement of large vehicles and raises the chances of road accidents. Construction of a tunnel road in this segment will not only reduce travel time and traffic congestion, but also facilitate trade between Nepal and India, as most goods coming from the southern neighbour enter the Valley via this route.

“As per our discussion with JICA officials, the Japanese government will complete the feasibility study within a year and if it finds the project viable, it will also construct it on its own,” said Madhu Masashini, joint secretary at the Ministry of Finance (MoF). He also informed the Japanese government was positive about providing grant or loan to build the tunnel project.

The government, for long, has been planning to build a tunnel road on the Nagdhunga-Naubise segment and had also conducted a feasibility study last year, which had concluded that 2.3-km tunnel linking Imakhel of Nagdhunga with Sisnekhola of Naubise was viable. Back then, it was estimated that construction of the tunnel would cost Rs five billion, including cost for building access road to the tunnel. The route from India to the western Kathmandu via the Prithivi Highway is the most reliable corridor for foreign trade in the country.

Upon completion of the government’s feasibility study, JICA had shown interest to conduct a fresh study on its own. Recently, the government and JICA have also decided to set up a project called ‘Thankot-Naubise Tunnel Construction Project’ prioritising the tunnel plan. The project aims to improve road condition around Thankot pass by building a 2.35-km three-lane tunnel (two lanes inbound to Kathmandu and one lane outbound from Kathmandu) to ensure smooth transportation network between Kathmandu and other cities, according to the MoF.

The preliminary scope of the tunnel project includes construction of the tunnel, 2.25-km approach road, five bridges along the route and establishment of power supply facilities, including backup generator to light the tunnel in case of power failure. The government-JICA team will also prepare detailed design, bidding documents and supervise works related to tunnel construction.

The three-lane tunnel has been proposed as the best option in terms of smooth and safe travel, and reduction of travel time and vehicle operating cost on Nagdhunga-Naubise section. However, construction and maintenance cost of the three-lane tunnel will be 1.2 times more than two-lane tunnel.

As per the basic engineering report, the tunnel road will be safe enough for vehicles to travel at 40 to 60 km per hour and will be able to handle 10,000 to 11,000 units of vehicles per day.


The MoF officials said that the route survey and the feasibility study of JICA will investigate further on the project site and suggest most appropriate outline for the project.
